LA PLATEFORME ÉLECTORALE DE BRANDON CLIM
Je proposerais d’introduire une politique de LIBRE ACCÈS qui assurerait que TOUS documents se rapportant à l’administration des affaires de la FÉUO soient facilement accessibles à la population étudiante soit sur le site web de la FÉUO ou sur demande au bureau de la FÉUO (ex. : manuels de politiques, rapport de comité, budget, etc.). Cette politique encouragerait la transparence et assurerait que la FÉUO pourrait être tenue redevable par la population étudiante. N.B. Les documents qui seraient accessibles ne devraient guère contenir des informations confidentielles ni contrevenir à aucune obligation légale.
Je proposerais des changements aux règlements électoraux gouvernant les élections de la FÉUO qui tenteraient d’adresser les graves défaillances qui existent présentement au sein de ces derniers (ex. surveillance électorale – Directeur général des élections, directeur général du scrutin, membres du Comité des élections, etc.).
Enfin, je proposerais un CODE D’ÉTHIQUE pour les membres du Conseil d’Administration de la FÉUO qui apporterait des améliorations par rapport à des sujets tels que le conflit d’intérêt

BRANDON CLIM’S ELECTORAL PLATFORM
I would propose to introduce an OPEN ACCESS policy which would ensure that ALL documents pertaining to the administration of the SFUO’s business are made available to the student population via both the SFUO website and upon request at the SFUO office (i.e. policy manuals, committee reports, budget, etc.) This policy would thus encourage a more open and transparent SFUO executive which can also be held accountable by the student population. NOTE: Documents to be made available must not contain sensitive information or contravene any and all legal obligations.
I would propose changes to the current rules governing SFUO elections which would attempt to improve on the grave insufficiencies that currently exist within them (i.e. elections oversight Chief Executive Officer, Chief Returning Officer, members of elections committee, etc.).
Finally, I would propose a CODE OF ETHICS for the members of the SFUO’s Board of Administration which would, among other additions, bring forward improvements to existing constitutional clauses: i.e. conflict of interest.

Hmmm....just wondering....when do you plan on voicing anythign concrete?
ReplyDeleteThis platform is like every single one of your platforms I have ever seen you run. A bunch of fluff. For example, and ethics code is an interesting thought, but a) how do you propose to sneak that one by the CFS? and b) how do puport to implement that?
Also, you haven't printed any posters because you want a green campaign and to not spend students' money, yet you also want to have paper copies of all of the Fed's documents available for any student that walks into the SFUO Office. I'm all for accountability, but that to me seems a teensy little bit contradictory.
Changing the elections rules isn't a bad idea, as last year one of the candidates roommates was on the elections committee, but again, how do you intend to do that? What rules would you change? You've named a few positions in the elections process but that really doesn't say a whole lot.
I think you need to choose an issue, stick with it and think it through if you want to participate in politics. A little consistancy and clarity never hurt anyone.

I would have to agree with you when you say that my platform is quite broad in scope. Let me address some of your comments:
Currently, the SFUO Constitution contains, under the "Policy Manual" section, policy "#36 - Conflict of Interest and Bias" which defines the term "conflict of interest" according to Robert's Rules of Order, talks about "Ethical Principles" and, finally suggests that "A Faculty Director having a conflict of interest with respect to a matter before the board shall immediately disclose it to the Board." Well, as it seems like you may be someone who follows student politics, you may remember when Seamus Wolfe, Roxanne Dubois, Julie Séguin were accused of having formed a slate during the 09-10 SFUO elections (http://thefulcrum.ca/articles/19555). During a BOA meeting, a motion to alter their appeal process was presented and passed. However, Wolfe, Séguin and Dubois all voted and did not declare their obvious conflict of interest to the board. There is no mechanism currently in place that would allow for disciplinary action to be taken by the BOA against someone who has been found to have breached this policy. Therefore, such a disciplinary mechanism should be considered by the Board. Obviously, I cannot guarantee that such a proposal would be passed. All I can guarantee is that I plan to look at how other student associations across the province and across the country address this issue and attempt to formulate a balanced policy proposal.
Now, when it comes to printing paper copies of the Fed's documents to make them available in the SFUO office, I am making such a proposal under the assumption that, during BOA meetings, many paper copies of policy manuals, committee reports, etc. that are being presented are made available for Board members. I don't think any further printing would be necessary as, for example, the President could gather the documents that he/she receives and assemble them in a binder that would be left at the front desk of the SFUO office.
As for the elections' rules, I have a couple simple examples:
1) As we witnessed during last year's elections, the Chief Electoral Officer, Julien de Bellefeuille resigned in the middle of the campaign. Since the BOA was unable to agree on a replacement, Seamus Wolfe, the SFUO President at the time, was allowed to oversee the election campaign himself. This is absolutely unacceptable and should not be allowed to happen again.
2) Currently, the Elections committee comprises of 3 BOA members. We have also seen where this has caused ethical problems in the past and cases that should have been further investigated were simply dismissed.
